Steps to reproduce the issue:
- Go to Orion settings -> General -> Language
- Click the drop down menu to open it
- Select the currently active language (in the video below I do this with English)
- Despite that language being already active, Orion still prompts the user to relaunch Orion

If the language is already active, the user should not be prompted to relaunch their browser.
