Dustin minion I just tested this on Orion and noted that the behaviour is the same as Safari, which is that Outlook tries to open the link in a new tab in the background as a pop-up and it's blocked by default. In the address bar, there's a little icon which you need to click to allow it.
DBLClick Just a FYI, this was caused by site setting. Unchecking "Enable Content Blockers" and "Enable intelligent tracking prevention" will allow the links to work.
