This is a custom shortcut made by macOS.
In Safari, pressing this will focus on the menu bar.
In Orion, pressing this does nothing.
This is because there is errant shortcut transparency, which means that Orion steals some of native macOS's shortcuts within the sphere of the control key, meaning that shortcuts made by the user within system preferences will not be honored as opposed to Safari.
The shortcut works within the new start page, that is the favorites page, but upon visiting any website it does not work.
This means that when the user is focused on any html or javascript window, as opposed to being within the cocoa native user interface of mac, it will disable the transparency of the control key shortcuts .
ctrl+z should work while on any webpage to focus on the menu bar.
