Description of the suggestion:
Currently, users are able to enable Picture in Picture for a video playing in another tab by right clicking the tab and selecting Show Picture in Picture.
While this feature is quite good, it is particularly annoying how Orion switches to the tab with the video when the option is selected. Overall, the entire point of the PiP is to have it on my screen while I view some other tab. Ideally, the PiP window would pop out without affecting my currently active tab in any way.

In the above video I showcase what happens when PiP is activated via the tab context menu. It is also worth noting how hiding the PiP window does not change my active tab.
Benefits of implementing this feature:
Changing the behavior of manual PiP to not change the active tab to that of the video would overall make the experience smoother. It is what I would imagine to be the expected behavior as the current behavior is quite counterproductive as I usually have to switch back to the tab I was using after enabling PiP.
