Setting 4 finger pinch screen gesture assigns it to the 2 finger gesture

I wanted to set the 2 finger pinch screen gesture to None and set Toggle Reader Mode to the 4 finger pinch gesture. But choosing any selection for 4 finger pinch gesture assigns it to the 2 finger pinch gesture. The 4 finger setting remains set to None.

It looks like for all gestures, it is being assigned to the first "none" gesture starting from the top instead. If two-finger gesture is "none", then five-finger or three-finger gesture also gets assigned to two-finger gesture instead. And if two-finger gesture is filled (not "none"), but three-finger gesture is "none", then four-finger or five-finger gesture is assigned to three-finger gesture instead. And if two-finger and three-finger gestures are filled (not "none"), but four-finger gesture is "none", then five-finger gesture gets assigned to four-finger gesture instead.
