Closing the last tab in a window results in a 'frozen' URL-bar

1. Open a new, empty window (which creates one empty tab)
2. Enter a URL that will take a moment to load, something larger like Reddit
3. Quickly close the tab with ⌘W

The UI gets stuck in this state:

The progress-bar never finishes. And although you can interact with the URL bar visually, you can not load a new page (i.e. typing https://google.com and hitting return does … nothing.)

My personal expectation is the one established by FireFox: you cannot have a window with no tabs. If you close the last tab, and your configuration does not allow FireFox to subsequently close the window, then FireFox creates a new, empty tab immediately.
