Three-finger tap on address bar doesn't allow copy

Steps to reproduce:

Highlight the address bar url
Tap with three fingers
Observe the copy icon in the small popup menu is not enabled

To see what the menu should look like:

Highlight some text in the body of any page
Tap with three fingers
Observe that the copy icon is enabled

Expected behavior:

Can copy the url

I can reproduce this but only when it’s highlighted and not in focus. When in focus, as indicated by the lollipop UI symbol in a darker shade of blue, I get the expected behaviour. The state is confusing. Address bar text shouldn’t be highlighted if it’s not in focus.
