Whether closed tabs are saved for reopening should be configurable in settings.

Could you provide some more details about what this means?
does this mean there should be a single toggle, that controsl whether you can re-open a tab or not?
ie:
enabled = you can reopen tabs
closed = you cannot reopen tabs
I'll chime in here with my take on this.
In Arc, you can 'close a tab' with a single click (there is a "-") to the right of the tab name). This effectively suspends it, in Orion's vernacular. But the tab entry stays in place. If you place the cursor to the right of the tab entry, there is no an 'x' with removes that tab. So essentially, you can close/susprend a tab that you don't want to see but want save for later, then, if you choose to, delete the tab. At that point it becomes part of your history/archive.
Yeah, it's a bit different with Orion. I'm not sure if we'll do it like that, but we're in the process of reorganizing the way we manage tabs. We'll see after that
If I understand correctly, both behaviors are currently possible. Quitting the app restores windows after reopening it, whereas closing a window "deletes" tabs inside it.
The only thing you cannot do is close all windows at once and quit the app at the same time. But you can simply Close All Windows (โฅโงโW) and then Quit (โQ). Whether or not this is practical is another question.
