Editing a Saved Tab Group makes all Open Windows switch to that tab group

Steps to reproduce:

1. Open two different saved tab groups in two different windows.
2. Edit one of Tab Groups.
3. Note that both the open windows switch to the Tab Group being edited.

The windows should stay open with their current tab groups and shouldn't switch.
