Standard tab bar border issues upon view creation.

Have only 1 tab open
Open a second tab (the tab bar will show)
Mouseover the first tab, you will see background.fill issues.

I expected the tab's border to not overlap the other tabs.
The workaround for this is to click on the first tab, then the highlighting issues will go away.
