Re-launching with Low Power Mode enabled still loads all active tabs

Steps to reproduce:

1. Enable Low Power Mode
2. Quit Orion
3. Re-launch Orion

Expected behavior:
When re-launching with Low Power Mode enabled I'd expect that while all open windows would be restored, their HTML contents would not be loaded except for the foremost window, as per standard Low Power Mode behaviour.

This is especially true as re-loading active tabs in all open windows can be one of most resource/performance/power intensive actions in using a browser.

Ensuring Low Power Mode could be used across browser sessions could increase the utility of the feature in making Orion the most lightweight browser around, and make relaunching on battery an inexpensive action, as it ideally should be. It would also make this feature feel more robust and reliable.
